Global media coverage follows IED report on Protection of Civilians
An IED report has been attracting attention, both inside and beyond the United Nations. The report (A/68/787, 7 March 2014) looked at the implementation and results of protection of civilians mandates in United Nations peacekeeping since 2009, and listed some concerns as well as achievements. The issue that attracted the most attention was the report’s conclusion that force was rarely used to protect civilians under attack and that major civilian casualties continued to occur in areas under the responsibility of UN peacekeepers.
DPKO/DFS guidance documents can still be improved
The growing complexity of peacekeeping, coupled with diminishing resources, highlights a need for more effective and efficient management of peacekeeping operations. The Departments of Peacekeeping Operations and Field Support (DPKO/DFS)’s have invested substantial resources in developing more than 150 guidance documents covering the full range of peacekeeping operations.
OIOS made five recommendations that DPKO/DFS have agreed to. These include developing a work plan for future guidance development, review and dissemination; highlighting key mandatory elements of new policies and improve the user-friendliness of the Policy and Practice Database (PPDB)
UNGA Adopts Resolution "Capacity building for the evaluation of development activities at the country-levelFor the first time, a stand-alone UN General Assembly Resolution, titled "Capacity building for the evaluation of development activities at the country-level" was adopted by the United Nations General Assembly through general consensus and cross-regional support of forty-two countries on 19 December 2014. This resolution was first presented and adopted by the UN General Assembly Second Committee on 13 November 2014.
This is the first time that a resolution acknowledges the International Year of Evaluation, declared by EvalPartners, UNEG and partners. See more
